The Egyptian State has recently issued a new law, Law No. 88 of 2025, regarding the creation of the “Unified National Property Identification Number” — a step considered one of the most significant developments in the real estate legislative framework in recent years.

What is the Unified National Property Identification Number?

This number is linked to a central electronic database managed by the Central Agency for Public Mobilization and Statistics (CAPMAS) in cooperation with relevant authorities such as the Ministry of Communications and the “Serag Code” digital map system.

 

Why was the law issued?

This law came as a response to an urgent need to regulate the real estate market, which has suffered for decades from:

  • Ownership disputes

  • Multiple documentation authorities

  • Difficulty in assessing national real estate assets

  • Conflicting and inaccurate data

4. Empowering the State to Plan Urban Development Effectively

Thanks to the centralized database, the government can monitor real urban growth, analyze usage density, and intervene with data-driven planning solutions.

A well-regulated market attracts investors — both domestic and foreign — by providing a clear, transparent environment that minimizes legal risk. This law gives investors greater confidence in the properties they purchase or develop.

Implementation Mechanism:

  • The relevant authorities will begin coding properties and issuing digital identification plates.

  • All ministries and utility service providers will be required to use the national property number in their processes.

  • Citizens will be granted a grace period to comply with the law, after which penalties will be imposed on those who fail to do so.

Who is Exempt?

Properties with sovereign or security nature — such as those belonging to the Presidency or the Armed Forces — are exempt from the law in order to preserve their special status.
